中国正处于从城市扩张向区域振兴和城市更新转变的关键节点。生产力格局的变化,促使曾作为中国工业引擎的东北地区等老工业基地寻求新的增长动能。城市扩张的空间日益受限,以及对拆除重建的开发模式的限制,要求城市思考和探索更好地利用现有空间和振兴老城区的新路径。 6月12日,国家发展改革委与世界银行在北京联合召开以城市更新为主题的第二届区域规划国际经验交流会议,邀请中外专家学者和政府有关部门的官员交流探讨这些议题。 国家发展改革委副秘书长范恒山在讲话中指出:“城市更新,既是世界各国正在共同推动解决的共性问题,也是我国当前促进区域协调发展的一个重大问题。城市更新是一项系统工程,比城市改造更注重战略思维,更强调通过综合和整体的改造推进城市复兴和振兴。“ 范恒山说,中国的城市更新已经取得了显著成效,形成了不少中国经验,主要包括:一是在推进新型城镇化中将城市更新摆在重要位置,加强对城市更新的顶层设计和规划;二是重点推进特殊类型城市更新,支持老工业城市和资源型城市加快转型发展;三是统筹推动城市旧城改造和城市新区建设,全面优化城市空间布局和提升城市功能;四是注重在城市更新中的产业和创新支撑,促进产城融合和职住平衡;五是加强城市绿色发展和城市风貌保护,进一步彰显城市特色。 世界银行中国局局长郝福满在讲话中指出:“随着中国的发展,城市更新会成为一个日益重要的工具,帮助城市有效地利用土地,创造新的增长动能。需要有意识地平衡环境可持续性、社会包容性和城市管理与经济发展和区域振兴。中国也需要在区域振兴和城市更新的治理、协调和融资方面创新思维。” 这一年度交流活动旨在召集中外区域规划与发展专家分享这些领域的经验、做法和最新思想。《世界上最聪明的地方:從锈带到智帶,看智力共享如何引領全球锈带城市聪明转型》一书的作者阿尔弗雷德·贝克介绍了欧美“锈带”城市如何成为全球的创新热点,史密斯集团(Smith Group JJR)的丹尼尔·金基德介绍了底特律复兴案例,中国学者专家也介绍了中国各地的案例和经验启示。 世界银行城市、农村和社会发展局高级局长弈艾德说:“各城市在区域振兴和城市更新方面面临不同的挑战,不能‘一刀切’。各城市需要有全方位的解决方案来应对这些挑战。”他说:“城市需要整体地考虑更新的全过程,包括范围设定、规划制定、资金筹措和分段实施,以及土地、社区和环境等城市主要资产。” 世界银行集团致力于支持中国政府的大规模区域性倡议,包括一带一路倡议、京津冀协同发展、长江经济带发展等,并与中国各地的城市合作开展区域振兴与城市更新项目。 from World Bank Search - NEWS http://ift.tt/2sv4J3x
